We are strongly believing that you have enabled wrong option "TalkBack" in the Accessibility service which is an integral part of the phone used to talk continuously for any events.

Please disable TalkBack accessibility Service under

Settings -> Accessibility -> TalkBack
or
Settings -> Accessibility -> Accessibility

You should enable only Settings -> Accessibility -> Notification Girl. Sfr
